Chester is responsible for implementing the newly approved Performance Management and Development Policy for over 24,000 employees in the City of Tshwane. He ensures that the performance of city employees is managed effectively, fostering accountability and service delivery improvements.
In this role, Chester managed the Tshwane Service Excellence Awards and other Batho Pele initiatives to promote citizen-focused service delivery. His leadership in Batho Pele drove the City’s commitment to public service standards.
Chester was a key liaison between the media and the ministry, overseeing communication strategies to ensure effective public engagement on justice and constitutional matters.
In this role, Chester supported the operations of parliamentary committees and ICT initiatives within the ANC’s Parliamentary Caucus, playing a critical role in administrative and strategic functions.
Chester began his career in the City of Tshwane, assisting various Members of the Mayoral Committee, providing logistical and administrative support in executing city governance functions.

Founder, Masana Legal Advice Centre (1999 – 2008)
In 1999, Chester co-founded and led the Masana Legal Advice Centre, which provided free legal advice to underserved communities in the north of Pretoria. Through this initiative, he helped many residents access justice and legal support.
